Bill to allow new B&Bs on Oahu advances at City Council

A bill allowing the city to issue permits for new bed-and-breakfast accommodations was advanced by the City Council Zoning Committee this afternoon after nearly four hours of testimony this morning.
The vote was 4-1 with Councilman Romy Cachola the sole dissenting vote.
The bill now goes to a public hearing Oct. 27 at Honolulu Hale.

Sixty-two people testified – 31 who said they are against provisions allowing for new B&Bs, 31 who said they favor a version of Bill 7, which would allow for property owners to obtain special-use permits for a B&B without regard to its distance from an existing B&Bs.
Several council members said, however, they would not accept a bill without space restrictions.
Zoning Chairman Rod Tam said the latest version, which he called a “work in process,” addresses concerns about parking and noise.
Cachola said the timing is wrong for the council to repeal the ban placed on new B&Bs in 1989, noting that people are losing jobs in the tourism industry due to the bad worldwide economy.
