When the State Department of Land and Natural Resources contracted PBR HAWAII & Associates, Inc. to update its State Comprehensive Outdoor Recreation Plan (SCORP) in 2008, both knew that for such a wide-reaching project, thorough public outreach would be essential in providing an accurate update on the condition of recreational needs throughout the State of Hawaii.

Always seeking to provide the best planning tools for its clients, PBR HAWAII, a Honolulu-based land planning and landscape architecture firm, selected Limehouse Software for effective public on-line collaboration and outreach. Limehouse Software allowed the public to access information and provide input about the SCORP via the internet. The SCORP 2008 Update was finalized in April 2009, and reflects extensive effort in seeking public participation, including the use of Limehouse Software and public meetings on all of the islands.

The demand for alternative forms of consultation has increased as technology has advanced. Limehouse Software's online consultation capability provides an effective complement to the traditional methods used to seek public input, such as public meetings and printing and mailing large volumes of paper copies.

"Even a properly executed public meeting has limitations on the availability of time and public accessibility," says PBR HAWAII Project Manager, Michael Shibata. "Limehouse allows access 24 hours a day, 7 days a week and gives those with long working hours or with families the opportunity to provide their input, even when they aren't able to attend meetings."

PBR HAWAII has also implemented the Limehouse Software in other projects such as the Hawaii Community Development Authority's (HCDA) Kakaako Community Development District (Kamehameha Schools' Kaiaulu O Kakaako Master Plan and General Growth Properties' Ward Neighborhood Master Plan), as well as the Haena State Park Master Plan, both of which attribute stakeholder and community input to their successes.
