Health Care Reform

The U.S. Senate will be back from the Thanksgiving holiday this week to begin what promises to be a long debate over the "Patient Protection and Affordable Care Act" (H.R. 3590). This version of the long-debated legislation expands access to health-care insurance and tightens regulations on insurance companies; it includes a controversial government-run insurance plan ("the public option"), with a clause enabling states to opt out. Several senators are balking at that provision, and leadership is contemplating whether instead to "trigger" a public option if the private companies fail to bring down consumer costs. The reform bill, like its counterpart that passed the House, also would create a national exchange offering plans to consumers; contentious debate also looms over whether these plans would cover abortion services.
